OIG Advisory Board Application

Prior to applying, please review the Board's policies and procedures here and review here the City of Baltimore's Charter Amendment, which amends the requirements for serving on the OIG Advisory Board.

Preliminary Questions

*Baltimore City Charter, Article X, §2(B)(1) requires all members of the OIG Advisory Board be Baltimore City residents.

*Baltimore City Charter, Article X, §2(B)(2) requires all members of the OIG Advisory Board be over the age of 21 years old.

*Baltimore City Charter, Article X, § 2(C)(1) and (5) prohibit an employee or elected officer of the City and State from serving on the OIG Advisory Board, excluding employees or elected officers of State colleges, State universities, or other institutions of higher education.

*Baltimore City Charter, Article X, § 2(C)(2) prohibits a candidate for elected public office of the City, State, or another county or municipality of the State from serving on the OIG Advisory Board.

*Baltimore City Charter, Article X, § 2(C)(3) prohibits the spouse, parent, child, or sibling of an elected municipal officer from serving on the OIG Advisory Board.

Section 1-101(MM) of the State Election Law Article defines “responsible officers” as the chairman and treasurer of a political committee.

*Baltimore City Charter, Article X, § 2(C)(4) prohibits a responsible officer, as defined in Section 1-101(MM) of the State Election Law Article, from serving on the OIG Advisory Board.

*Baltimore City Charter, Article X, § 2(C)(6) prohibits a lobbyist under the Maryland Public Ethics Law, found in Article 5 of the State General Provisions Article, the Baltimore City Public Ethics Law, found in Article 8 of the City Code, or the Ethics Code of any political subdivision of the State from serving on the OIG Advisory Board.

*Baltimore City Charter, Article X, § 2(C)(7) prohibits anyone associated with a business entity as described in Section 6-6 of the Baltimore City Ethics Law, found in Article 8 of the City Code, from serving on the OIG Advisory Board.

*Baltimore City Charter, Article X, §2(B)(3) prohibits an individual who has been convicted of an offense under Section 16-201(A)(5) or (6) of the State Election Law Article from serving on the OIG Advisory Board.
